The group Specialty Consultants Inc has been retained by is a large, publicly held contractor in the Power, Petro-Chemical, Transmission/Distribution and substation sectors. The Manager of Project Controls will be responsible for managing activities related to planning and scheduling, and cost control. Develop and implement systems, procedures and processes to monitor LCP project costs, revenue and project progress. Evaluate, hire and manage project controls personnel.
DUTIES:
· Manage Project Controls efforts in support of proposal schedule development, project budget set-up, project planning and scheduling, forecasting, and cost control. Prepare earned value, percent complete and productivity measurement tools.
· Develop and implement system applications and tools to support project controls activities systems throughout the organization.
· Interview, select, hire, train, evaluate and terminate subordinate personnel. Develop goals and objectives and work with project controls staff throughout the year to ensure goals and performance standards are achieved.
· Train project managers, senior management and estimators on project controls systems, procedures and tools.
· Identify, recommend and implement enhanced project controls throughout the eastern business unit with a focus on larger projects to support growth and superior project performance.
· Develop and implement project controls policies, manuals and standard operating procedures to support all eastern business unit operations.
· Perform other duties as required or assigned.
· Review of project earned value systems based on completion of objective construction accomplishments
· Review of computerized project schedules encompassing all project work scope
· Review of weekly project performance metrics including percent complete and craft labor productivity
· Review of weekly project reports containing performance metrics, manpower graphs, and written narrative
· Review of large projects account level budget and forecast values in Penta. The data will be maintained such that Penta represents an account level project cost report that can be used by the project manager as a basis for cost forecasting
· Review of large projects Penta revenue data such that base contract revenue, approved change orders, and potential/pending change orders are identified and tracked
· Review of large projects trended cost forecast based on productivity trends, actual expenditures, and financial commitments. Notification of executive management for unusual trends and potential impacts.
· Assist project controls specialists in the preparation of a monthly project cost forecast.
· Assist project controls specialists in the preparation of project review materials
· Review lessons learned and a project closeout cost reports.
· Ensure company project controls procedures are implemented.
