  Job Description:            
    Navarro Research and Engineering, Inc. is recruiting for a Project Controls Lead Engineer/Program Analyst in Aiken, S.C.

Responsibilities include:

? Provide guidance and input on the implementation of project management requirements for the PDCF project. This includes project planning, validation (budget requirements and documentation), baseline change control, monitoring and assessment, cost and schedule analysis, performance reporting, prioritization, and incorporation of licensing, safety analysis development, facility testing, and startup reviews into the integrated project schedule.
? Provide input and guidance on the development, implementation and maintenance of project performance baseline documentation and project control systems.
? Support project change control activities; review and analyze change control requests to evaluate impact on performance baselines and provides a recommendation to senior project management or functional management leads regarding disposition.
? Support activities involving internal and external assessments and evaluations of the project?s activities related to DOE Order 413.3.
? Provides guidance and detailed project information and reports to, NNSA functional leads and NNSA management on issues crucial to the planning and support of project activities. Provides technical and project management guidance as appropriate.

Requirements:
? Knowledge of planning, programming, and resource management regulations, guidelines, and processes, and a thorough knowledge of NNSA/DOE planning, acquisition, and management processes to prepare long-range and short-range resource information and guidance in accordance with agency program policies and objectives.
? Skill in interpreting legislative, regulatory, and policy guidance in order to determine the effects on program plans and budgets; provide authoritative advice and assistance to budget and senior management personnel related to major program components; and recommend improvements in major programs and activities.
? Skill in oral and written communication.

? Ability to apply DOE and general program and project management principles, methods, and techniques to ensure achievement of organizational goals and objectives. Ability to interpret program and project requirements, guidance and management and implementation plans. Ability to apply configuration management principles, methods, and techniques to ensure technical and operational requirements are effectively satisfied. Ability to conduct in depth technical and programmatic assessments to effectively evaluate programs, projects, and specific activities, identify critical problems, recommend solutions, and implement corrective actions.
? Expert knowledge of project scope, schedule and cost controls methods and techniques including Earned Value Management. Ability to apply analytical and evaluative methods and techniques sufficient to identify problems and implement corrective actions.
? Skill in setting work-related goals and objectives, effectively using resources, and applying innovative solutions to accomplish assigned work in complex and demanding situations.
? Ability to deal with ambiguity, effectively cope with change and handle risk and uncertainty.

Position requires that candidate have the ability to obtain and/or maintain a Q clearance. Occasional travel may be required for site visits, meetings or training.
