  Job Description:            
    CEi seeks a Project Scheduler III for our Roseville, CA office.

Responsible for schedule development and maintenance on assigned projects. Provides resource management, schedule process/procedure development and maintenance for PMO activities. Assists in the oversight of desktop metric schedules and the development of reports. Member of the program management team providing project schedule oversight, analysis and reporting.

Key Responsibilities Include:
1. Independently use MS Project to develop and maintain Integrated Master Schedules on large Earned Value programs.
2. Lead lower tiered schedulers on development of intermediate and supplemental schedules, establish integration into Master Schedule.
3. Lead communication with customers on IMS CDRL/SDRL deliveries, prepare and oversight of IMS preparations
4. Establish schedule development calendar of events on assigned projects for management of status, report generation, deliveries and IMS archival.
5. Provide technical support of work package breakdown across programs and provide oversight on PMT assignments.
6. Support Integrated Baseline Reviews, and Schedule Resource Analysis (SRA) reviews.
7. In conjunction with cost account managers, resource load schedules for estimation of work.
8. Develop and maintain CWBS Dictionary as assigned by Program.
9. Provide schedule training to department, engineering and controller's organization
10. Support configuration of WBS during development for control account summary and detail planning of activities.
11. Maintain Control Accounts and task activities and meet SOW and BOE?s for resource loading and baseline management.
12. Update CWBS Dictionary when applicable.
13. Verify Control Accounts are properly defined to meet Responsibility Assignment Matrix requirements cost breakdown.
14. Develop Proposal Schedules to track progress for contract award on programs.
15. Develop and maintain Program Integrated Master Schedule for post-award activities.
16. Update and maintain project schedule required fields as defined by Field Definitions.
17. Resource load work hours/costs in schedules to provide time-phased resource planning.
18. Work with CAM, IPT or Engineering Lead.
19. Develop Work Package distribution in IMS, assign PMT and generate Work Package forms for distribution.
20. Baseline schedules when approved by Program Manager and/or customer.
21. Perform schedule health metrics to analyze schedule quality, produce metrics, and resolve problems.
22. Work with task owners or CAMs to update schedule status, and milestones.
23. Responsible for detailed schedule analysis of network logic and critical path to resolve conflicts.
24. Performs ?what if?scenarios for individual program management team members.
25. Performs schedule baseline variance analysis, generate reports and resolve anomalies with task owners or CAMs. .
26. Provide Schedule Analysis Reports: Critical path, Top level, Resource Management, Milestones, and Slack Trend Reports.
27. Ensures compliance with internal program procedures as well as project control system guidelines and IMS DI-MGMT- 81650 (Integrated Master Schedule Data Item Description).
28. Ensures management understanding of network logic, Gantt, pert, milestone lists, and resource information in the schedule.

Typical Qualifications
1. BS/BA degree in either: Finance, Business, or Engineering with a minimum of 10 years of scheduling experience.
2. 5-8 years experience with MS Project.
3. Experience developing project schedules that pass DCMA 14-Point Analysis for schedule health assessment.
4. Effectively utilize scheduling/analysis tools such as MS Project Professional, Web, MS Access, and MS Excel.
5. Without personnel management responsibilities, must be able to motivate internal and third party team members to deliver important information on time in a matrixed environment.
6. Excellent organization, problem-solving, analytical, and troubleshooting skills.
7. Must be energetic, a team player with excellent communication skills, and a desire to learn new concepts and train others in intermediate Earned Value and scheduling techniques.
8. Experience in MS Project Enterprise is a plus.
