Project Time & Cost, Inc., an Atlanta, GA based international project management; cost and forensic engineering firm is currently seeking a Project Controls Specialist for Aiken, SC.
As a Project Controls Specialist, you will assist Project Time & Cost, Inc.'s Site Manager by having the responsibility for engaging Department of Energy's (DOE) contractors throughout the project. Specific areas of focus for contractor performance evaluations may include budget and schedule adequacy, cost and schedule performance, construction material installation unit rate performance, subcontractor performance, engineering production unit rate performance, supplied equipment cost and delivery performance, variance analysis accuracy and adequacy assessments, unfavorable variance corrective action planning and oversight, and conformity with established change management and earned value management reporting processes. Key duties include, but are not limited to:
* Developing, implementing, analyzing and maintaining comprehensive, integrated project schedules and cost baselines using earned value management techniques.
* Developing, analyzing and maintaining critical path method logic diagrams and performing critical path analyses.
* Resource and cost-load scheduled activities.
* Evaluating major changes in procedures or design by building and performing "what if" scenarios in the schedule and communicating recommended solutions to management.
* Tracking cost and schedule progress and variance and assessing potential cost and schedule impacts.
* Scheduling and Facilitation of and participating in planning meetings and gathering data for database input.
* Developing, implementing, analyzing and maintaining cost and schedule trend and forecast processes.
* Building and running reports; critical path, early start date, late start date, precedence, etc.
* Developing budgets and managing contingency.
Job Requirements
* A 4-year degree is required.
* Ability to achieve certification as a CCE or CCC (AACEI) within first year of employment with Project Time & Cost, Inc.
* DOE experience is highly preferred.
* A minimum of 10 years experience in Project Controls in developing and implementing an Earned Value Management system, experience with EVMS standards and tools, monitoring and evaluating contractor/subcontractor performance and performing monthly EVMS analysis and preparing required client reports.
* Proficiency with Primavera Scheduling Software
* Proficiency in MS Office (Word, Excel, PowerPoint and Outlook)
* Effective oral and written communication skills.
* Ability to work independently or in a team environment.
* Exhibit a high degree of professionalism in the production of deliverables and in interactions with fellow employees and client personnel.
* Travel may be extensive depending on client's needs.
