    Security Clearance is REQUIRED as condition of hiring.
This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at time of hire.

Overview
We have multiple openings for a Project Controls Analyst (PCA). You will lead the Earned Value Management System (EVMS) effort to provide the data necessary to effectively manage the program and provide input for federal reporting requirements. These positions are in the Defense Technologies Engineering Division (DTED), within the Engineering Directorate and will support the Nuclear Weapons W80-4 Life Extension Program (LEP).

Essential Duties
Contribute to the development of project controls work processes, tools, and procedures included in the project controls system.
Ensure integrity of project controls data and compliance with processes and procedures.
Maintain, review, advise, and supervise production of cost/schedule/earned value data.
Monitor performance data and independently develop complex analysis including cost and schedule variance analysis and preparation of recovery or corrective action plans.
Prepare complex monthly reports.
Prepare and present cost/schedule/earned value information at meetings.
Interface with designated management and client counterparts for specific planning and schedule tasks/cost/earned value presentations.
Coordinate development of Estimate at Completion (EAC) analysis.
Perform other duties as assigned.

In Addition at the Q01.4 Level
Identify cost trends and schedule impacts, use statistical tools to analyze metrics, and report cost, schedule, risk, and earned value information at meetings and to management and clients throughout the lifecycle of projects.
Perform and maintain baseline change control management processes and logs.
Prepare and present graphic presentations of cost, schedule, scope, risk, and earned value information at general and formal meetings such as Functional Management Reviews, Integrated Baseline Reviews, and Earned Value surveillance reviews.

Qualifications
Bachelor?s degree in relevant functional discipline or equivalent combination of education and related experience.
Complete understanding of general project controls technical skills.
Experience with a project controls system, earned value management systems for planning, organizing, performing, reviewing, and presenting cost data.
Understanding of technical processes, engineering drawings, quantity determinations, and mathematical and financial reports.
Knowledge of current industry and project controls technical developments.
Complete knowledge of and experience using PC operating systems including Microsoft Office.
Demonstrated effective written and verbal communication skills necessary to communicate with multidisciplinary team members.
In Addition at the Q01.4 Level
Experience directing project controls functions, including cost estimating, cost control, and cost analysis.
Demonstrated expert level of understanding of general project controls technical skills and the integration of all of the components of an Earned Value Management System.
Experience performing statistical analysis, schedule monitoring and computer architecture, and operations to disseminate, create, and present highly detailed and complex financial information to diverse audiences.

Desired Qualifications
Familiar with DoD 5000 and NNSA 6.x acquisition processes.
Program Management Professional certification/license.
Familiar with Project Management tools, which include Primavera; Cobra; Acumen Fuze, Risk and 360; wInsight; ARM; and DOORS.
