  Job Description:            
    ORCAS Project Controls is expanding our operation in Des Moines, Iowa to deliver large capital construction projects in the technology and data center arena. We are looking for a Senior Project Controls Manager who can lead a team of Project Controls professionals including Scheduler, Document Controller, Cost Manager and Cost Engineer. The Project Controls Manager supports the onsite Project Manager and is also accountable to regional and global Project Controls as well is accountable for ensuring methodology and practices are consistent globally. Construction experience with major industrial Capital Projects in a heavy technical industry, e.g. Oil and Gas, Pharmaceuticals, Major Infrastructure / Commercial is essential.

The scope for the technology projects will include the following phases of work: Engineering, Procurement, Construction, Commissioning, Start-up, including operational start up requirements.

Key Responsibilities:
The specific activities that will be undertaken in the role of Project Controls Manager are as follows:
Maintain and oversee project controls policies, procedures, processes and documents throughout the project.
Works with Project Managers and Project Accounting to monitor key projects and to coordinate project reviews in all stages of a project: planning, execution and closure.
Provides guidance, consultation and training to project management staff.
Leads cost control duties on more complex projects through all aspects.
Addresses contractual requirements related to cost control.
Addresses contractual requirements related to schedule control.
Leads the scheduling and cost control systems
Manages and interprets scheduling and cost audits
Ensures that the project controls team on project is operating according to Client standards and expectations.
Prepares scheduling and cost accounting reports for presentation during monthly project reviews
Oversees the change management process on projects
Interacts with Procurement, Subcontracts, and Project Accounting to ensure contract requirements are met
Anticipates resource requirements to ensure adequate resources are available.
Provides regular briefing to project manager on project financials, schedule status, issues, and concerns; keeps project manager informed daily of any issues that arise.
Tracks, prepares and submits project funding update requests when contract modifications are received.
Accurately forecast, analyze and explain variances against monthly progress and resource utilization projections.
Validates and reports on cost and schedule performance against the baseline estimate and schedule.
Coordinate with the project manager, discipline engineers, construction managers and the general contractor and Client contacts to build a comprehensive baseline schedule and narrative.
Provide feedback and recommendations to project controls and project systems functional groups on actual experiences gained during implementation of new tools, processes or procedures
Lead the development and maintenance of project controls deliverables including but limited to: Cost Report and Cost Variance Analysis; Cash Flow Report and Variance Analysis; Schedule Report and Schedule Variance Analysis; Project Change Management Procedure; Project Controls Plan; Monthly Progress Report
Utilize project management systems and tools to update and manage project budgets, schedules, commitments, expenditures, and forecasts
Supervises the Document Control efforts of the project including the administration, filing, and archiving of engineering, procurement, and construction documents, reports, deliverables, invoices, and other business policies and procedures.
Establish close out documentation requirements. Collect and track receipt of all close out documents until completion, including warranties, as-builts, O&M manuals, etc.
Compile final cost report, and final schedule for close out and benchmarking purposes.
Ensure Project Controls QA/QC processes are being followed
Coordinate with Client stakeholders on Safety policies and ensure processes are in place across Project Controls function. Assess / communicate and address safety risks as necessary.
Scheduling of the project and coordination /communication with Client, site team and other suppliers
Execute with minimum supervision and in alignment with Client?s Supplier Code of Conduct
Work in alignment with non-construction stakeholders including Client and other vendor teams
Provide support to team leaders and project managers in the delivery of projects
Maintain awareness of all contracts and terms in scope.
Contribute to continuous improvement processes across global projects teams
Requirements
Expert knowledge of Primavera planning software.
Use of MS Office suite of programs.
Experience in Risk Assessments software, Primavera Risk Analyser or @Risk Project Module

Qualifications / Experience
Degree qualification in Engineering, Quantity Surveying or recognized technical subject, Construction Management or other construction orientated subject.
10 to 15 years minimum experience in project controls across a number of major industrial Capital Projects in a heavy technical industry, e.g. Oil and Gas, Pharmaceuticals, Major Infrastructure / Commercial. Preferably at least one role at senior level with full responsibility for the management of project controls. Demonstrate experience and expertise in the use of Primavera P6 software tools.
