  Job Description:            
    BlackRock Resources in looking for an Estimating Manager for a client in California who will be responsible for preparing estimates from start of bidding process through bid close-out. Duties include: Specification Review, Drawing Review, Coordination and assistance in quantity take-off, Means and Method Planning, Scheduling, Pricing all direct and indirect job costs, Soliciting and Scoping subcontractors and suppliers, and close-out of the bid.
The business profile for the Western Region will pursue Heavy Civil Work whose scope can be cast-in-place concrete or precast segmental structures in addition to the Company?s core structural steel business. As such, Estimating Manager shall have the capability of effectively estimating and pricing both concrete and steel structures.

Essential Duties and Responsibilities:
·Interfaces with engineering and operations staff to gain information regarding estimates.
·Coordinates with Corporate Chief Estimator regarding any support, assistance, technical expertise or other needs respective to bidding activities.
·Coordinates with Regional Business Development Manager.
·Perform quantity takeoffs and preparations of Bill of Materials as necessary in the overall performance of an estimate.
·Capable of performing Conceptual Estimating.
·Assist in the preparation of Proposal, Responses to Inquiries and other forms of written documents required in addition to the preparation of an estimate.
·Leads and directs , oversees or liaisons with Joint Venture Partners, in developing accurate and timely proposals and estimates for both private and public sector projects. Maintains an indirect reporting relationship with the estimating function at the Business Unit level.
·Responsible for cash flow, buy/sell of equipment, develop risk register and proposal writing.
·Responsible for management of JV relationships and comparison sheets.
·Must have the ability to translate conceptual design, project drawings, CPM schedule, and technical specifications of a bridge, marine, or complex construction projects in to full-scope cost estimates with accurate cost forecasting.
·Recommends to Regional Manager if a project bid should be submitted and pursued. When a project is selected to bid, must oversee the estimating process to ensure that a competitive, profitable bid is submitted on behalf of the organization.
·Utilizes existing cost history, estimating software (Hard Dollar, HCSS, Primavera, etc.), and other resources to perform the company estimating function.
·Analyzes alternative solutions and construction methods to increase competitiveness of bids.
·Possesses thorough knowledge of company procedures, estimating techniques, engineering means and methods, materials, construction techniques, and services.
·Leads teams to develop initial project plans and project execution schedules.
·Establishes and maintains relationships with joint venture partners, consultants, subs, and suppliers.
·Reviews project cost reports, estimating systems, and procedures.
·Establishes various union district rate files for labor, equipment, and materials.
·Conducts post bid reviews.
·Travels to project sites to assess progress of various company-wide projects, attend project meetings, and perform site investigations as needed.
·Supports corporate safety initiatives in a company with a strong safety culture. Additionally, works safely and keep safety incidents to a minimum.
·Assists, as necessary, with the buyout, preparation of agreements and other functions as may be needed for Project start-up.
·Supports Regions Operations for Change Order and other required Project-related pricing.
· Any and all other duties as assigned by the Regional Manager.
Requirements:
·15 to 18 years? progressive combined construction project management and estimating experience on complex bridge, marine, and other complex construction projects. Major project experience is required. Joint venture experience is essential.
·7+ years in supervisory/management role in the heavy civil industry. Experience through the entire project life cycle, from estimate to project closeout.
·Proven success in winning profitable large heavy civil construction projects (over $50 million) including bridge construction, rehabilitation, infrastructure, marine, and other complex projects.
·Demonstrated construction leader within the industry, having served in various roles within industry related associations.
·Demonstrated leadership, communication, and interpersonal skills are a must.
·Must be willing to travel as needed to successfully perform the duties of the position.
·Individual must be trustworthy with proprietary and confidential information.
·High energy level and the ability to inspire and motivate a team.
·Understands and abides by all government processes and regulations.
Education and/or Experience:
Bachelor's degree in Civil Engineering from four-year College or university
15 to 18 years of experience or equivalent combination of education and experience
Master of Business Administration (MBA), and/or a Master?s Degree in Engineering is preferred, but not required.
Computer Skills:
Knowledge of Primavera, P6
HCSS Heavy Bid
MS Project and the Microsoft Office Suite
Advanced knowledge of Excel including use of formulas, and reporting tools related to databases.
