Basic Purpose
Functions as a single point of contact for the company on large multi-discipline complex projects greater than $10 million. Responsible for coordinating the successful development of project scope, cost and schedule for Capital projects at operating generating facilities. Provides strategic direction and leadership to ensure projects are completed on-time and within the established cost constraints.

Essential Duties and Responsibilities

Works with minimal supervision. Responsible for administration, integration and full performance of Generating Plant projects. Develops project scope, coordinates project cost estimates and reviews project costs for variance from budget. Develops project schedules. Forms and leads cross-functional project teams to ensure quality project deliverables on schedule and budget.

Negotiates critical issues with internal and external customers to ensure project success. Coordinates project activities of government regulatory, local, federal and/or other involved external agencies, and internal stakeholders.

Coordinates project design with input from station representatives, contractors, and equipment suppliers, in order to provide functional and cost effective solutions for generating unit needs. Oversees engineering development (contract and internal) of project scopes, preliminary engineering and detailed designs.

Executes capital projects in compliance with the Generation Capital Projects Process. Oversees work of contractors in the field and functions as construction manager during construction. May provide direction to contractors as assigned. Performs field surveys and evaluates contractor progress and status.

Manages engineering contracts as part of capital projects or as part of EPC contracts. Maintains and reviews project budgets and schedules. Coordinates the project activities with other projects, planned outages, and plant operations and maintenance departments.

Effectively complies with and utilizes all applicable government agencies? laws and regulations pertinent to assigned duties and responsibilities. Utilizes knowledge of OSHA standards to provide input for project safety. Complies with Company, Generation and Safety Department?s operating policies and procedures and effectively utilizes them to complete work assignments.

Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.

Trains lower-level Project Managers.



Essential Education, Skills, and Environment
Education and Work Experience
Requires a bachelor's degree in Engineering or Construction Management and 8 years of experience in Project Management in industrial, process or generating plants or an equivalent combination of education and experience.

Specialized Knowledge and Skills
Strong understanding of project management, project controls concepts, cost control, accounting and project scheduling theories and practices. Ability to understand basic finance, tax, budget, and contracts. Excellent leadership, organization and communication skills. Ability to work independently, as well as part of a team.

Equipment and Applications
PCs, word processing, spreadsheet, and scheduling software MS Project or Primavera.

Work Environment and Physical Demands
General office environment. Travel and time at generating plant location is required. Ability to walk/stand for extended periods of time is required
