  Job Description:            
    Harvest Technical is seeking a Project Controls Analyst for our refinery client in the Greater Bay Area.



Essential criteria & qualifications

Bachelor's Degree in Engineering, Construction Management, Finance, or Business.
Well-rounded Cost Engineering background.
Minimum 7 years of experience in Cost Engineering/Project Controls or 15+ years of experience in Cost Engineering/Project Controls for upstream and/or downstream oil and gas projects is required.
Demonstrated knowledge and experience with project systems including finance systems (SAP), Primavera, risk analysis tools, business planning processes and invoicing (processing, record keeping, auditing).
Ability to work in a multi-functional team within a complex project environment.
Ability to communicate with management and local operations.
Ability to effectively provide work direction to Contractor Cost Engineers and Planners.
Specific Roles/Responsibilities include:

Oversee the Contractor Project Controls staff to monitor cost & schedule at project level.
Maintain WBS and CBS structures.
Track costs and commitments, estimating, assurance, benchmarking processes, systems, and procedures
Monitor and review Earned Value reporting.
Administer Cost Engineering impacted management of change, including budget transfers, contingency drawdown and trend logs.
Process change orders from contractors.
Work with Procurement, Estimating & Budgeting to estimate changes and resolve claims.
Coordinate the project Class 3 Estimate and Level 3 Schedule, and all related assurance processes and work with PRC's Cost Engineering Center of Excellence (CE CoE) to make sure RMP projects meet PRC guidelines.
Provide integrated controls to the project

Work with Planner / Scheduler and Cost Estimator to develop, generate, and analyze integrated project progress and performance reports, forecasts, and systems.
Review, validate, and manage the Project Controls Plan and its elements.
Ensure the delivery & alignment of CEPS Planning /Scheduling standards, processes and procedures.
Work with Finance to ensure established accounting processes, systems, and procedures are followed.
Participate in project reviews, risk assessments and assurance activities.
Support business planning processes and reporting.
Independently identify and work with interfaces to resolve issues.
Mentor engineering and construction contractors when required.
Report against rolled up budgets, cash flows and forecasts.
Generate project progress, performance, & forecast reports.
Generate and manage project schedule and earned value reports.
Shares knowledge readily between the various sub-projects, the project team, and the engineering and construction contractors.
Provides input into the Project Execution Plan and leads the development of all Cost Engineering deliverables and templates (Project Controls Plan, Schedule Plan, and Basis of Schedule / Estimate etc.).
Participates in assurance reviews and other value improving practices that support the project.
Interfaces with contracting and procurement.
Coordinates with finance.
