  Job Description:            
    BlackRock Resources is looking for a Project Control Lead for their client in Charleston, WV. The PCL is responsible for partnering with the project managers (PMs) and Manager of Planning and Scheduling to ensure that projects and programs within Engineering and Project Delivery meet project performance metrics and are strategically planned and implemented within the organization. Project Control Specialist are aligned with schedulers to get project specific and departmental views within Project Delivery; Planners will capitalize on strategic planning and implementation with other departments and within Project Delivery.

The role is responsible for keeping the project managers, the manager of Planning and Scheduling, other key team members informed of critical issues and/or diminishing portfolio performance in a timely manner so that contingency plans can be implemented to minimize delivery delays, schedule & budget variances, resource impacts and maintain organizational credibility.

The Project Control Lead directly impacts the performance of the project through the use of subject matter expertise to shape and influence the practices used to plan projects. Results of a successful planner are optimized and efficient use of resources, high performance work teams, proactive assessment of project risks for effective mitigation, strong operational partnerships, and project results that meet or exceed business plans and goals.

Essential Responsibilities:

-Provide strategy recommendations to PM for when plans must change given the regulatory, contract, or other environments influencing the project.
-Contract and facilitate risk consultants to perform qualitative and quantitative cost and schedule risk assessments. Manage the risk register, and update and distribute accordingly. Work with PM to develop risk management plan and determine frequency of risk assessment refreshes.
-Develop template for the project specific Project Management Plan; coordinate project delivery leads, project managers (PMs), and other project representatives to develop their portions of the plan and ensure that the project plan documentation for all project(s) is assembled and documented using defined Project Management Playbook processes and procedures.
-Leads project scheduler in analysis of project schedule (monitors and analyzes a schedule with actual progress versus planned progress to determine trends; analyzes trends), creates reports, identifies risks with resolution proposals for PMs and Management.
-Provides contracting strategy recommendations to the team and PM, and applicable contracting documents for procurements.
-Applies changes after approval to project plans throughout the project life cycle (initiation and planning, executing, monitoring and controlling, and closing).
-Manages change requests and their impacts throughout the project life cycle. ---Ensures that changes in scope and/or cost are incorporated into the cost tracking and forecasting; notes uses of contingency.
