Seeking a Project Control II Specialist with a focus on estimating. The ideal candidate would have possess knowledge of estimating with experience in the Engineering and Construction industry (10 years strongly preferred). The ideal candidate will have experience in developing comprehensive conceptual total cost estimates in the form of budgetary recommendations, conceptual and detailed cost models, feasibility studies, and performing value/risk assessments of competitively bid EPC firm price and cost plus estimates.
This position is responsible for developing estimates using both detailed resource or commodity based, bottom up estimate or a factor based topdown. This position supports Project Managers and on projects and programs of varying size and complexity; SrPCS will be expected to lead / direct the set up and reviews of the project controls status (cost, contract, WBS, schedule, resource, etc.); The position is considered a technical, SME, support position and requires college level reasoning via formal education or work experience. It requires understanding and application of basic project controls principles and associated project controls software tools.
Responsibilities and Duties:
Develop and manage Project Estimate, review scope definition, preliminary plans, drawings, and specifications for the project(s). Evaluate field conditions, installation, and infrastructure requirements and risks. Strong understanding and knowledge base of unit pricing, wage rates, quantity take-offs, crew mixes, earned hours, rules of credits, direct and indirect cost elements, and engineering packages. Understand change orders reviews, bid evaluations ; assessments, industry standards such as RS Means, Richardson, installation means; and methods, etc. Accumulate, evaluate, and document historical cost data and construction procedures and methods in order to maintain current estimating standards and databases. Determine resources needed for the project and work with the project coordinator to determine their availability. Utilize established project processes and tools to develop Class 5 through Class 3 estimates.
