BlackRock Resources is looking for a Project Scheduler for their client in Charleston WV. The Project Scheduler will develop and implement standardized project schedules and scheduling methodology, and support Project Managers (PMs) and the Manager of Planning and Scheduling with project and program scheduling and analysis. Results of a successful scheduler are optimized and efficient use of resources, high performance work teams, proactive assessment of project schedule risks for effective mitigation, strong operational partnerships, and project results that meet or exceed business plans and goals. Implements best practices while driving functional consistency and process standardization. Supports a project management and planning culture. Effective use of technology, tools and scheduling techniques to improve process results.

Essential Responsibilities:

Lead the scheduling, prioritization, and analysis for multiple Engineering and Project Delivery projects, including project groups such as Engineering, Natural Resource Permitting, Regulatory, Legal, and others.
Analyzes projects actual versus planned progress to determine trends; analyzes trends and works with project team to identify risk mitigating strategies or exploitation of opportunities.
Determine the impact and significance of obstacles/changes in execution of the work plan, prioritize and solve as appropriate.
Responsible for issue identification, tracking and resolution both internally and externally.
Creating, updating, tracking and analyzing project schedules in accordance with departmental and project requirements.
Partner with Planning and Project Team Leads, Engineering, Procurement, and material handling to anticipate requirements necessary to meet customer expectations and the business plan.
Analyze projected cost and schedule impacts to projects, given changes in the project plan.
Prepare information for and participate in qualitative and quantitative cost and schedule risk assessments.
Communicate schedule information within Project Delivery organization for lessons learned and best practices.
Identify opportunities for improvement to procedures, processes and/or personnel based on data.
Develop proposed solutions and partner with the appropriate PM/functional leader to implement enhanced improvements.
Define and participate in the achievement of short and long-term corporate business objectives.
Responsible for partnering with PM on work preparation as appropriate based upon financial implications, compliance issues and availability of resources
Collaborate with PM and Project Team Leads in the identification and resolution of productivity or performance issues of resources.
Identify, propose and support work management system improvement opportunities.
Understand internal and external customer needs and ensure solutions are developed to address.
Keep PM and Planner informed on critical issues and project performance.
Embedded with Project Teams.
Selection Criteria

Bachelor's or Associate's degree from accredited institution preferred.
Advanced Primavera P6 user.
Five years' experience in project scheduling.
Demonstrated leadership skills; exhibits the behaviors valued in the organization.
Demonstrated knowledge and Project Management skills (analytical and organizational).
Understands construction project life cycle.
Demonstrated knowledge and ability to quickly assess and make sound decisions.
Demonstrated computer proficiency.
Good communication skills, both oral and written.
Ability to gather and analyze data to make informed decisions. Ability to accurately obtain, interpret, and transcribe a variety of communications and instructions.
Able to recognize and evaluate risks, hazards, losses and prevent conflicts between activities.
Core Competency needed: Adaptability; Building trust; Decision making; Building partnerships; Facilitating Change; Demonstrated sense of urgency and execution.
Ability to work independently.
Experienced with group facilitation and information gathering.
Ability to resolve problems and make effective business decisions; driving value added results
Knowledge of FERC process strongly preferred.
Basic understanding of the natural gas industry is preferred.
Knowledge of budgeting, construction and maintenance practices and procedures preferred.
Ability to work well with all levels of Company and contract personnel to facilitate the accomplishment of project work. Must be able to process information and make decisions under stress.
