  Job Description:            
    PRINCIPAL OBJECTIVE: The Senior Project Cost Analyst (PCA) will be responsible for tracking, trending, analyzing, and forecasting for integrated projects at the cost category level by integrating cost and schedule data and reporting with the company's accounting and management information systems to facilitate meeting company performance and financial goals.
Aligns cost and schedule for a variety of capital project portfolios for regulated and midstream growth natural gas transmission pipelines, compressor stations, and facilities. Analyzes technical, financial, and resource data regarding monthly forecasts; communicates progress and forecasts properly and concisely; makes recommendations project management based on sound financial analysis; supports other Project Cost Analysts to make sound recommendations to project management when required.
ESSENTIAL FUNCTIONS:
? Compiles data and tracking of committed, expended, and forecasted costs for each WBS Level/Cost Category against approved budget and approved changes.
? Manages POs at the Cost Category Level by tracking actuals, open commitments (POs and non-PO commitments), Material POs (including payment terms and delivery), and identifies areas of over/under-spend by actuals tracking and trending, proactively forecasting PO variances.
? Provides guidance to junior PCA team members in order to achieve business results. Evaluates performance and provides feedback.
? Supports the strategic vision and champions change.
? Reviews and coordinates forecasts with scheduler to facilitate timing of commitments is accurately represented in the schedule and is kept up to date; performs trending analysis based on scheduled progress, and forecasting; reflects the changes in project schedule in cost forecast.
? Understands the basis of the established budget, identifies, comprehends and reflects the original work scope.
? Implements the project-level process where the monthly financial reports submitted to project management contain actual incurred, committed, and forecast cost and variances from plan are properly explained and communicated.
? Exhibits pro-active engagement when working with PM and project team to define construction cost tracking based on terms of PO, ensuring proper link with schedule.
? Tracks uses of contingency, management reserve, and approved changes to project budget.
? Works jointly with functional groups and meets with project team members (minimum monthly) to ensure accuracy in forecast, review compiled data with PM and Project Controls group for forecasting.
? Identifies and analyzes cost trend variations at cost category level, drivers and causes of variances are identified, PMs are informed of problems and solutions are recommended. Implements Earned Value Management reporting and works closely with PM and Project Control Leads to ensure that selected projects are properly tracked using Earned Value Management techniques.
? Coordinates accruals as part of project forecasting with functional groups.
? Collects data, process, and produce cost report updates per project, discusses and reviews with Project Controls Lead, PM, and project team leads; communicates clearly and efficiently to members of the project team.
? Analyzes, tracks and reports on project (or contract specific) financial KPIs clearly and precisely.
? Contributes to and Implements Project Control plans.
? Participate in project meetings when required; gathers, prepares, and analyzes data for risk assessments, as well as ensures quality of risk assessment cost models.
? Resolves unexpected items or inaccuracies with forecast data.
? Calculates financial KPIs, properly communicates their impact to the project manager. Provides accurate and timely cost reports (linking cost with schedule).
? Provides accurate and timely cash flow forecasts based on contractual terms and track risks related to terms; works with Project Scheduler to develop and monitor cash flow requirements on the project.
? Tracks internal labor charges correctly, verify appropriateness of charges, and work with accounting to verify correctness.
? Supports the PM by providing financial reporting requirements for bidding, during contract selection and administration of the contracts as required.
? Secures records properly and in compliance with Company requirements.
? Provides quality cost reports and forecasts.
? Implements procedures to help create a Premier Project Cost Control group. Continuously improves all standards and procedures in pursuit of PREMIER performance in Project Cost.
? Mentors other Project Cost Analysts in developing their technical skills, leadership and supervisory skills.
SELECTION CRITERIA:
? Minimum of 5 years of experience with cost control concepts and practices on major projects. Working knowledge and experience with PMIs Project Management Body of Knowledge (PMBOK), PMP certification and AACE certifications highly valued.
? BA or BS in a related field required; in lieu of a degree, commensurate years of experience and AACE certifications will be considered.
? Proven / demonstrated / supportive team member who helps oversee, lead, advise and motivate a work team.
? Exhibits the behaviors valued in the organization.
? Knowledge and some experience with project and portfolio management processes, policies and principles.
? Experienced with Excel spreadsheets, word processing and database software; proficient in use of PC; willingness to use and learn current and future systems/applications.
? Knowledgeable and experienced with cost engineering principles and methods including budgeting and forecasting, change management, management systems/procedures, Costand Work Breakdown Structures, Earned Value Systems, and contingency management.
? Considerable written, verbal, presentation and electronic communication skills; ability to communicate with all levels of the Project Control and Project Management organization effectively.
? Maintains on going, positive presence with project team members, other stakeholders, and outside entities, i.e. Construction Contractors, vendors, through professional communications; able to work toward resolution of situations with all parties.
? Ability to clearly communicate instructions to others.
? Ability to deliver oral and written presentations on project cost status, to analyze project costdata and to communicate those finding to project management.
? Ability to receive and work with guided supervision.
? Working knowledge of how to assess the relationship between cost and schedule data; communicates that assessment to project management, supervisors, and other members of the project team.
? Working knowledge of how to recognize and evaluate risks, hazards, losses and their costimpact.
? Working knowledge of the principles of version control and the change management processes.
? Ability to work well with all levels of the Company, especially within the project team as well as contract personnel to facilitate the accomplishment of project work. Must be able to process information and make decisions under stress, obtaining project management byu-in on those decisions.
? Organized, manages varied tasks and identifies appropriate prioritization for timely execution.

? Helps mentor junior team members in developing their technical skills, leadership and supervisory skills.
? Significant experience with Microsoft Desktop software, Windows, Word, Excel, and Power Point.
ADDITIONAL INFORMATION: Works 80% indoors, 20% outside of office. Typical office environment. Travel required; MVR check. Hazards are those typical to construction sites and during travel. Sitting 80%, standing / walking / bending / lifting 20%.
