Job Summary
The Project Controls Specialist II assists the Project Managers with the project controls function on local and federally funded Capital Projects. These functions include budget, schedule and scope development, and management; earned value management; change control; report development; risk management; vendor invoicing; and financial reporting.
Primary Responsibilities
?Assists with development and maintenance of project budget, expenditure forecasts and cash flow projections.
?Assures that regular maintenance and updates are made to the project Critical Path method (CPM) schedule.
?Performs schedule analysis using Earned Value Management (EVM) technique.
?Monitors and reports on project progress as required.
?Performs risk analysis on cost and schedule.
?Ensures that project management principles and methods are followed.
?Works with Program Managers to analyze and approves contractor and vendor invoices using EVM techniques.
?Collaborates with Program Managers to develop, implement and enforce project change management procedures.
?Monitors collection and security of records and destruction of documents. Ensures standards for record keeping, filing, and classification of physical and electronic documents are met.
?Ensures document control procedures comply with local, state, and federal records management policies.
?Performs other duties as assigned.
Minimum Qualifications-Education and Experience
?Bachelor?s Degree in Engineering, Construction Management, Project Management or a related field. Related experience may be substituted on a year-for-year basis up to four (4) years.
?Three (3) year? experience performing project control functions for capital projects or related project management reporting.
?Experience working with change control with multiple project schedule baselines.
?Experience working with and knowledge of critical path, earned value analysis, hard and soft dependencies, estimating techniques, baseline variance, schedule recovery strategies, milestones, and resource leveling.
?Demonstrated proficiency using Microsoft Word, MS Excel, MS PowerPoint, MS Project and Primavera.
?PMP certification preferred.
Minimum Qualifications-Knowledge, Skills and Abilities
?Knowledge of project management methods, principles, and practices including risk analysis, scope control, and quality assurance.
?Knowledge and skills reading and interpreting construction drawings, surveys, contract and project management documents and working with regulatory agencies.
?Excellent oral and written communications skills.
?Ability to work and interact on a professional basis with supervisors, co-workers, contractors, stakeholders, government entities, and the public in general.
?Strong interpersonal skills and ability to effectively communicate orally and in writing.
