Engineering has the mission to deliver business benefits through investment in new capital assets. Delivery of this capital is accomplished through chartered projects which require a professional team to lead and manage the overall efforts.
The selected candidate will be an employee located in Philadelphia, PA on-site.
Successful delivery of these projects requires solid planning, cost estimation and control of cost during execution of the work. In order to accomplish this, the Client requires the use of specialists in project cost and schedule management (Project Controls) as part of the delivery teams.
Project Control Manager are responsible for:
Cost Estimates
Project plans and schedules
Cost management during project execution
Project change management
Support of risk management processes
Oversight of architect and construction manager teams providing cost & schedule information
Establishing company standards, tools, processes for project controls from which to leverage future work
This Project Control Manager will be accountable for:
Development of Cost Estimates
Development of early schedules
Oversight and review of contractor schedules
Oversight and implementation of cost control
Proactively coordinate with global and other regional teams
Initiating the process to secure additional external resources to perform similar duties if the workload requires
Support the continuous improvement process for project control and assist with development and implementation of new tools
Develop relationships with project managers and the ability to influence without direct authority
Working with the Estimating Lead, perform estimating activities in support of Engineering projects to provide reliable information for effective decision making, planning and control purposes. Oversee and reconcile the preparation of estimates by outside firms (both conceptual and detailed). Prepare conceptual estimates for projects at early stages. Conduct reviews and analyses. Ensure good documentation.
Assist in the development of estimating guidelines, procedures, standards, tools, and templates. Assist in the benchmarking process including collection and management of data used for cost estimate preparation.
Ensure that all project cost scope development and estimating, cost reporting activities comply with corporate capital governance requirements and internal guidelines.
Interface/liaison with project management, client groups, A/E firms, Construction Management firms, subcontractors, etc. on scope development and estimates as required ensuring a high quality result.
Perform cost management activities in support of Engineering projects to provide proactive and accurate information to teams. Ensure proactive problem identification, analysis and recommend corrective action. Implement cost trending tools to allow for early and accurate cost forecasts.
Perform project financial control functions including contract administration, invoice review, purchase requisition support, asset registration and ensuring project compliance with company policy.
Assist with implementation of risk management processes for cost & schedule.
Perform planning & scheduling activities in support of Engineering projects. Focus on front-end Level 1 & 2 schedules and oversight of detailed contractor schedules.
Assist in the development and implementation project controls guidelines, procedures, business processes, systems and tools that enable the accurate and efficient evaluation of project performance and optimize the delivery of projects from inception through licensure.
Develop and maintain project reports including: cost financial analysis and forecasts, cash flows, contingency/ management reserve rundown/trends, plus project risk assessments impacting schedule and cost.
Support the implementation of change management programs and procedures for applying to cost analysis and projections.
Provide proactive communications to ensure Engineering leadership is appraised and knowledgeable trends on approved projects.
Support Corporate Capital Planning and Forecasting, with required information, including trend and forecasted cost analysis related to cash flow.
Job Requirements
Bio-pharmaceutical experience & knowledge preferred
10+ years multi-discipline project control experience
Planning & Scheduling with Primavera P6
Cost Management
Risk Management is a plus
Familiarity with key software systems
Leadership -- must oversee external companies
Influence -- must be able to influence teams
Fundamental knowledge in cost management and planning/scheduling
Excellent interpersonal and communications skills.
Able to work in a cross-functional role within all project and management organizations.
Proven team player, willing to consider and accept other views and concepts in reaching critical decisions.

High energy, passionate advocate of Project Control.
Certification in Project Control/Cost Engineering or Project Management is a plus.
