There is nothing in CPM mechanics requiring a successor to start when a predecessor completes. First, sequence your resources based on their assignments according to PM plan of execution, then add their ties to predecessor completions. Schedule calculation does not require fakery. A building empty for a week was calculated when the schedule was created based on both sequences- the resource list of assignments and his predecessor at each assignment. Duration skews at resource availability. A resource scheduled in two places at once calculates as overallocated and the OD is doubled.

Your schedule creation meetings balance handoffs by having the subs allocate crews based on production rates. When the plumber finishes, the electricians are packing up their tools at the previous location. Your subs assign enough guys to always finish a floor a week. Sometimes that's 3 guys, sometimes it's 10. Everyone works from the same set of plans.
